Is there any software that can be a fillable form that can be pushed to an excel? I’m thinking like Google forms, but I would need the form to be able to be saved and printable.

i recommend you try Microsoft Forms
Google Forms saves responses in a spreadsheet (Google Sheets) that’s stored in Google Drive. You can print it from there, or you can sync your Google Drive to your computer and print it locally.
That seems like it would work for what you need. Is there a specific reason you want to use Excel instead
