my earbuds for some reason can only be in certain intervals, and the lowest audio is too loud on PC, and on mobile two audio intervals are either too loud or too quiet, and i can’t really have an in between, ( Google Pixel Buds Pro 2 ), ( windows and android app needed basically )
You should be able to do this with a PowerShell cmdlet.
You should look into virtual mixers. I personally used Voicemeeter in the past. It does seperate audio channels for various audio sources, including microphones, speakers, headphones, etc.

If they’re wireless earbuds then you need to attenuate the signal in volume mixer. If you’re running in exclusive mode then you’re pretty screwed if you’re bypassing the audio mixer.
Are you sure adaptive volume control isn’t messed up?
It’s not really adaptive volume control; the earbuds just adjust the volume in fixed increments.
I believe mobile devices come with a global headphone profile feature that lets you adjust the gain and equalization settings. I would assume Google has this built in to assist people with hearing loss.
