I’m looking for a full-featured PDF editor that lets me combine pages from different PDF files. For example, if I have a 50-page PDF and want to insert a page from another PDF after the 3rd page, I need a tool that can do that.
The free version of PDFSam lets you insert one PDF into another wherever you want. You can choose to add either a single page or the whole document.
If you just want to add, remove, or rearrange pages and maybe tweak the colors a bit without editing the content, you might want to try NAPS2. It’s mainly for scanning, but it can handle everything you need.

If you just need to move pages around, add, remove, swap, etc.—you can use a tool like this:
- Open your files.
- Type something like “move 70-130 after 3” in the prompt and hit enter.
- Wait a bit, then download the result.
You can also drag pages around, delete, and add pages with your mouse.
Adobe Acrobat DC will help you out
i recommend acrobat pro…try it
