A local offline program to store and make playlists from my MP3 files

I love how you can store music and make playlists on Spotify, but I hate the ads and needing Wi-Fi. I just want something with folder and playlist functions.

If you already have the MP3 files on your computer, any decent MP3 player should be able to create .m3u playlists. Foobar2000 is definitely good for that.

Yeah, video players can do it too—like VLC, MPC-BE, PotPlayer—or audio players like AIMP or Mp3Tag.

Just a heads up: some players save playlists with absolute paths, while others use relative paths. If you move a folder with your MP3 files and playlist, playlists with relative paths will still work, but those with absolute paths won’t.

On Android I use Omnia - no ads and no Internet required. For Windows I use WinAmp

Check out MusicBee… it’s a free program with skins that can make it look like Spotify, which was handy when I switched from Spotify to MusicBee.

Since you asked about folder playlists, MusicBee can definitely create those. It also lets you make various other playlists, like “auto playlists” that filter music based on things like artist, song name, genre, and more. You can combine filters to make advanced playlists that update automatically when you add new files.
